Northeast Representative on the Zoning Board of Appeals of the City of Rochester
David Carr grew up in the Northeast quadrant of Rochester, graduating from Monroe High School and continuing on to Texas Southern University as a chemistry major. He was forced to drop out when his mother became ill and he had care for her and his siblings. Over the years he has helped raise and mentor other city children in need of a positive father figure.
The main focus of his career has been in the construction industry. Starting as an originator at First Professional Mortgage Services for 6 years, he moved on to run his own small construction firm. He then got into the entertainment business, starting with arranging small local events and growing to manage large venues for major entertainers. Finding the travel and lifestyle difficult, he returned to Rochester. Over the past 20 years he has gotten certificates from the Turner School of Construction Management, Environmental Education Associates, Cornell University School of Industrial and Labor Relations, and various city-sponsored courses on land use planning, site plan review, land use law and development.
He was Construction Manager for the Coalition of North East Associations (CONEA) for 8 years, has worked on more than 15 major residential and commercial property developments, and now has his own business doing similar developments to benefit the city’s residents.
David is the Northeast Representative on the Zoning Board of Appeals of the City of Rochester and is active in First Genesis Missionary Baptist Church and Zion Hill Missionary Baptist Church.
He has served on several planning projects for the Mayor of Rochester and currently serves on the steering committee for the development of a Master Plan for the CONEA area of the city.
